What type of industry is your experience and can you estimate the number of helpdesk/servicedesk users (i.e. how many licenses or subscriptions)?

large (20k+ people) high-tech corp and startup that grew from 30-300 people.

I'm not sure I understand what you mean by helpdesk/servicedesk users.
IT generally has to assume all employees, contractors and the occasional
3rd party would call for help. If you're asking about support people to end
user ratio, that varies a lot depending on the company and tech-literacy
of the end users. Marketing/admin typed typically have the most requests.
Followed by sales and execs. Then everybody else. Last engineers/IT.
That number in general varies from 1:30 to 1:100 in my past experience.
