I am thinking about making a gun rack to mount a shotgun in my Jeep Wrangler.

My understanding is that the School Zone law requires a long-gun to be in a locked case or in a locking gun-rack.

If I use 18"-24" long pieces of Velcro Wrap around my rollbar to affix the shotgun as a gunrack and then use a CA-approved Pistol lock thru the action to the same rollbar, would this meet the requirements?

If it takes a key or wire cutters to remove the unloaded shotgun from the rack, then you're legally safe from the GFSZ. However, practical matters are a bit different. In most of the Delta, LEOs understand what you're doing is legal but I wouldn't drive too far into the Bay Area or Sacramento...

I want to make one for mine that hangs below the roll cage behind the front seats. it will mount to the aftermarket bars that attach the main hoop to the sides at a 45 deg angle. I plan on buying the same lock that LE use to lock it, except I will not get the electric or handcuff key option.

As a phase-2 i want to use a rack/lock from Big Sky Racks:

My thought was that with Velcro and a simple lock I could try several positions on the rollbars until I find one that provides the best combo of stealth & accessibility. I'd then order/fab the final rack to go there. I've got the 4-door wrangler so there are quite a few places it could actually go.

You may also want to check Santa Cruz Locks (http://www.santacruzgunlocks.com/setups/complete/934-1.html). They may be a little less expensive than Big Sky, and offer more flexibility for mounting.

thanks for the link, that exactly what I am looking for. The only problem is with my setup I would have to have it mounted under the bar using the 45 degree bars behind the speaker pods shown in this pic.

yes its legal. if you wanted to avoid attention you could conceal the long gun in a locked container or use the gun rack and maybe put like a sheet or something to hide the shotgun. I like the idea
