I believe it can be made legal w/BB IIRC.
In my experience (with 9mm ARs) recoil is about the same as that of a 5.56.

You would need a bullet button of some type to make it CA legal and Overall length 30". I have heard good things about the ruger 9mm carbine, no pistol grip so you would be good. I have also seen a work in progress to make a Sub 2000 Cal legal. Big thing is getting it in the state or having it setup out of state. It needs a bullet button too and needs to be a little longer. Plus side is it takes glock mags. But i believe its not to hard to get ruger mags. as a suggestion I would get a recoil reducing stock for a 20 gage mossberg. I have a aunt that is like 5' and she now shoots clays with us. She at first was more startled by the sound. She says the recoil is manageable
