I would like to buy my brother a rifle as a gift, I am a CA resident and he is not, nor does he reside in this state. I know that if I were to do this with a handgun I'd have to ship it to an FFL in his state and all, but is this same procedure required for long guns as well?

I'm afraid so. Even if you are both CA residents, the intra-family PPT exemption is only between parent-child or grandparent-child, so you would still have to PPT the longarm.

It will no longer be a PPT, but will be a standard rifle transfer. You should not have to pay sales tax as it would be considered an occasional sale as long as the gun comes from your brother and not from another dealer.

Is it possible to go from you, to parent then to your brother?

If they were all CA residents then yes, that would be an option. As they are not, an FFL needs to be involved.

If any individual in this group lives in a different State, then an FFL is needed. That is Federal Law.
