Man, they sent me all this paperwork and no instructions!
Who is the Chief law enforcement officer in Santa Clara County?
And what is the complete mailing address?

If you're in a city with a police department, then the Chief of that PD is who you send the copy to. Otherwise, the Santa Clara County Sheriff...

Do you guys know if it's legit on your C&R app to lost your mailing address as a PO Box?

I believe they'll need a physical address.

When you get the license, the address shown is the place where your rifles will be shipped; UPS & a lot of other carriers will not deliver to a PO box. Use your street address.

It's perfectly legit to use a PO Box as your mailing address for the FFL. You just need a phyisical address for your "premises address".
Many of the FFL copies I've received when doing acquisitons or dispositions have had PO Boxes for the mailing address.
