If I were to couple together 2 10 round magazines, would that be legal here in CA or would that be considered a 20 rounder? Thanks!

As long as you mean, "couple them together side-by-side" then that is perfectly legal. If you mean something like "weld them together to create a magazine that feeds 20 rounds" then, no, that would be illegal.

What would happen if you devised an action that holds and feeds from 2 (TWO) 10-round magazines. Ability to have 20 rounds and skirt the CA high-capacity mag ban?

The law as I understand it does not have any bearing on firearms that are able to feed from 2 ammunition feeding devices at once. The would require that both mags are under 10 rounds(each) and if it had "evil features" then it would need to maglock both of them so that it can't accept any detachable magazines.

I know of at least the double American 180 that was able to feed from 2 magazines at once. Of course, it was basically 2 guns glues together...
