i tried searching and didn't come up with what i am looking for, my questions is this, if i were to buy an SKS at a local shop would it be 922r compliant, and would changing the stock to a bullpup style be a problem?

Buying a gun which is not 922(r) compliant is NOT a crime! I guess, it would depend on the exact gun you are talking about. If it is in it's original form, then, YES, it is 922(r) compliant with every part made outside this country. Now, if you were to change out the stock to one which is not considered to have sporting uses, you would have to change or disgard enough parts so that you had no more than 10 imported parts on the rifle.

Try Survivors sks boards. This is where I got all my information regarding 922r.
Also I suggest Murrays Gun Smithing for a trigger job with US made parts. It really makes a difference. Ben is super to work with.
