A friend of mine wants a Browning Buckmark 22 but he's 20, his brother is 24, can his brother buy the Browning and intrafamilial transfer the gun to him ($17 fee I think)?

It's gotta be a mother, father, son, daughter deal. The 20 year old also needs a HSC before acquiring the handgun.
