Is This Legal?

Since a speed loader is not a working part of a handgun can I transport shells in it? In other words when traveling with my revolver is it legal to keep my rounds in the loader as long as its not kept in the locked container that the revolver is in.

YES, you are correct... not a problem with speedy loaders.
