Ok, lets say I want to buy a c&r eligible handgun in California. I do not have a c&r license so does that mean I have to have an hsc in order to buy a c&r pistol? Or is it exempt from California's hsc and "safety list"? Just curious...

It is expempt from the SB15 safety list, but you must get the HSC, do the DROS, and buy it like any other handgun here, doing the transfer through an FFL.

It's the case even if you have a C&R yourself, unless you drive to another state to buy it.

Actually if you had a C&R and a COE you wouldn't need a HSC or safe handling demo.
