Am I required to have one of these if I owned my guns before the requirement was passed? Is it required just for new purchases or possession too?

There is no such thing as a Handgun License in CA.

there is no "handgun license"required to own a handgun in CA. You may be thinking of the "handgun safety certificate" that you may need to purchase or transfer a handgun to you, but it isn't a license, and you don't need to to possess a firearm.

The HSC (or an exemption to it) is only required to transfer or loan a handgun to you. It's not required for possession...

Thanks, I was reading some threads and the HSC was mentioned. I just can't get my head wraped around how bad firearm possession and purchase has become in my birth state.

MacThere are some people who do not need to have an HSC to purchase/transfer a handgun.

here is a list of exemptions.
What are the Handgun Safety Certificate (HSC) requirement exemption codes?

X01 = Special Weapons Permit Holder
X02 = Operation of Law Representative
X03 = Handgun being returned to the owner
X13 = FFL collector with COE (curio and relic handguns only)
X21 = Military - Active Duty
X22 = Military - Reserve
X25 = Military - Honorably Retired
X31 = Peace Officer - California - Active
X32 = Peace Officer - Federal - Active
X33 = Peace Officer - California - Honorably Retired
X34 = Peace Officer - California - Reserve
X35 = Peace Officer - Federal - Honorably Retired
X41 = Carry Concealed Weapon (CCW) Permit Holder
X81 = P.O.S.T. 832 PC (Firearms) Training
X91 = Particular and Limited Authority Peace Officers
X95 = Law Enforcement Service Gun to Family Member

If only ca would allow a ccw from another state.

But then I already have the permit card.

Got it! I don't like it but I now understand.

I was OK back then; now I'm only OK if I do the dog and pony show.
How do I get this non-licence? Does the cert cost anything? Does it expire?

No, you are still OK to possess the handgun you acquired in the past. The HSC is not needed for possession. It is only needed when you purchase/receive a handgun a handgun.

If you wanted to get a new HSC so that you could acquire an handgun now, you would go to a local gun shop and have them administer the test to you. When you pass, they issue you the HSC. IT costs $25 and is good for 5 years.
