Hi all first post on here, heard about you guys from another forum and wanted to get something cleared up.
I have been doing my research and it seems to me that legally i can at 19 go take my handgun safety test, have my father send in a intra-familial handgun form to sacramento and then transfer a handgun to me.
i went to my local gun store today and they refused to let me take the test and said i cant have anything to do with a handgun and that's the way its been for years

Well, except that you, as the transferee, send the form, you have it right and the store has it wrong.
Many FFLs confuse the law prohibiting licensed dealers from transferring handguns to under-21 with a prohibition on possession by 18, 19, 20 year olds.
DOJ (http://ag.ca.gov/firearms/hscfaqs.php#a3) says # Are there any minimum qualifications/requirements for a person who wants to take the Handgun Safety Certificate (HSC) test?
The only requirements are that the Handgun Safety Certificate (HSC) applicant must be at least 18 years of age and must present clear evidence of identity and age by presenting a California Driver's License or California Department of Motor Vehicles Identification Card.

Do I need a Handgun Safety Certificate (HSC) if I am receiving a handgun from my mother or father?
Yes. Prior to taking possession of the handgun, you must havea valid Handgun Safety Certificate (HSC). You must also report the transfer to DOJ, pursuant to Penal Code section 12078(c)(2)(A), within 30 days of the transfer. You may obtain Form FD4544A (http://ag.ca.gov/firearms/forms/pdf/oplaw.pdf) for this purpose on this website.
Find a new store.

another thing after that i can open carry with him not around? like out hunting or fishing
