As I understand it, you must be 21 to purchase a handgun, and 18 to own one. While reading California law I came across the often discussed provision that allows intra-family transfer between "immediate family members". I was wondering if one of these family members can give a handgun as a gift to an 18 year old with a handgun safety certificate. I found a form at one time but have since lost it. If not, why would they allows the handgun safety certificate to be give to those who are under 21?
