It's up to the carrier, but fx and ups let them go ground service.

Rifles and shotguns can be mailed USPS too.

Shipping handguns via USPS by non a licensee would be a crime.

I'd have to read the regs again to see if a non licensee can ship long guns through them.

The next day air requirement, as I understand it, is a dealer policy not a law.

Rifles and shotguns can be mailed by unlicensed individuals. See Section C025 of the Domestic Mail Manual.
