I have two friends who are not citizens. I told them I don't think they can buy. Is this true & if not how do they go about getting a firearm?

Yes if they have a green card. Need to bring it to the dealer for DROS application. I am not sure about national passports, probably not necessary.

I believe they need to be 'resident alien' status; not student visa. Not sure about H1-B status.

I know that back at National Shooting Club we sold a lot of non-citizens firearms and it was never a problem. They just had to show proof of residence paperwork at pick-up.

You get an alien number when you become a permanent resident (aka greencard holder).

I'm not entirely sure about non-resident aliens (aka H1B visa holders).

The part about I94 seems to imply you can DROS a firearm if you're just temporarily working here.
From the instruction on ATF form 4473 (http://www.atf.gov/forms/4473/page03.htm) it seems like non-resident aliens can purchase a firearm if they have a hunting permit.

I'd call the ATF and ask.
