Is there any issues (Fed or CA) with a threaded barrel on a semi-auto 22 cal rifle?
If so, would simply having the out-of-state seller weld a "thread protector" (or otherwise destroy the threads) remedy the situation?

no federal or state restrictions on threaded rifle barrels.
The only CA restriction is you can't have a threaded barrel on a semi-automatic handguns that has a detachable magazine.

You are confusing the expired Fed AW ban (it 'sunset' in 2004) with CA law.
CA laws do not regulate threaded bbls on rifles. No current Fed restrictions on threaded bbls on rifles.
[The only related issue is if the actual barrel is shorter than 16" - you don't wanna create an illegal NFA SBR (CA has similar SBR laws, too) so a muzzle extension of some sort must be 'permanently' attached (pinned/welded) to the bbl to get it to minimum 16" length.]

As far as I know, threaded barrel restriction is only for handgun as ke6guj mentioned above. There's no regulation for threaded barrel on a rifle.
