Asking this for a college buddy, he's going home for a week up in Washington but when he returns he wants to bring his awesome K31 and some of that good surplus Swiss ammo back with him to his apt in San Francisco. Whats the best legal way to do this as we are both unsure, since he is the owner could he just UPS it to his place? I told him to sign up to CG.net but he's been lagging so I'm asking this question for him lol

I can't think of any reason that he could not ship it to himself. Alternatively he could just bring it back with him on the plane (assuming he's flying), just make sure that he follows TSA regs.
Drive back with it. Fly back with it. UPS it to himself. All fine and legal.
TSA/FAA regulations only allow you to fly with 11lb's of ammo, MAX, but most airlines have additional weird silly regs regarding the ammo.
Once it's in California - SHOOT IT! There's no more legal anything you have to do. Just bring it into the state and enjoy it.
