Central Valley Gun Works FUD

So a friend ordered a Century Arms AK47 from DD's Ranch and had it shipped to Central Valley Gun Works in Woodlake. It was shipped without a pistol grip and without a magazine lock, CA compliant per PC 12276.1. The shop is refusing to release the gun and keeps on saying that the gun needs a magazine lock, even without a pistol grip or any other evil feature. WTF? Unfortunately for my buddy, they are the only shop in his area that will even accept AK47 transfer (for $80 fee). Man, I hate gun shops like this one.
