Hey does anybody know if you can legally have a SBR in California? Can you do the atf paperwork and tax stamp or does California law trump the federal regulation that would allow that?

No, you can't have SBRs in Cali unless you fall in a catagory that has exemptions, such as [example] SWAT member with a letter head from the department authorizeing the purchase and registration of said item.

In order to get a non-C&R SBR in CA, you will first need to get a Dangerous Weapons Permit/License from the CA DOJ BOF. Unless, you are a LEO or work in the movie industry, you have a slim to no chance of getting approved for one. Without the CA DOJ BOF approval, the BATFE will not approve your Form1 or 4.
A C&R SBR does not require a Dangerous Weapons Permit/License, so you can send in your Form 1 or 4 to the BATFE for approval for a SBR.
However, C&R SBRs are subject to CA "assault weapon" laws. So, it needs to be configured to comply with those laws.
