it has a crank for the trigger, its a nogo. unless you take the crank off and even then some might have a problem with it.

I have seen these kits for sale here and there, they look like they'd be a lot of fun. especially if you had some 50 rnd ram line's on each side of this bad boy!

i would say nogo! but that looks like fun just add an electric motor & belt to the crank hit a button and FUN

If the crank and actuating lobs are removed it is completely legal, we have one available in our store (complete with 10/22 assemblies)

You simply cannot have the multiburst actuating component.
