What are the laws as far as civilian using these ammo? They're marked Winchester Ranger Penetrator Law Enforcement Ammunition. I did a search but didn't see anything relevant to this.

Why not? It's not incendiary. If you mean the armor-piercing crap, that only applies to handgun ammunition.

Are those the 12ga slugs? I've found them to be pretty crappy as they tend to break into little bits before they hit the (paper) target...

I get lots of little holes like it was buckshot, when its supposed to be a slug.

They're 5.56mm rounds.
