I bought this from Ammunition To Go. Out of 100 rounds, these were the worst two. Every one of them has a burr around the neck.

Do these look like factory loads? They are all filthy and scratched up...

I'de contact both the vendor and the manufacturer, assuming it is loaded up by Federal and not a custom load by the vendor.

I've seen some Winchester Silvertips that were almost that bad.

Time for a phone call, IMO

From other threads I have read, Federal seems to take care of these issues pretty well. I know the Rimfirecentral.com site had quite a few guys calling/emailing about various lots of rimfire ammo that were acting up and the Fedral representative took care of everyone from what I read. Guys were shipping the bad ammo in and were getting them replaced with some bonus ammo added for the hassle.

I bought some cheap Federal .223 55 grain ammo - not exactly thrilled with it - guess you get what you pay for - but I didn't see anything that is as bad as what is in the pictures in this thread. I think it shoots a little 'dirty' - seems the rifle was getting fouled quicker than normal.

Here's a shotshell from an old box I shot off recently. Talk about a shortage in brass.
