I have a friend who lives in North Dakota and tells me they issue to out-of-staters. Don't know personally but he says they also have reciprocity with anyone who accept it.
I thought every one always referenced Utah & Florida because they had some advantage. And maybe they do.

How to get an Oregon CCW (http://www.calguns.net/calgunforum/showthread.php?t=153948)
Washington is also a Shall Issue, and I believe they also issue to OOS residents.

Pennsylvania is easy and cheap, $26, and maybe a month tops to get it.

New Hampshire. You just have to send in the app and $20. Good for four years and in these states.
Reciprocity: The State of New Hampshire has reciprocity agreements with the following states:
Alabama Michigan
Alaska Missouri
Arizona
(License holders must be 21 years of age or older.) Mississippi
Arkansas
(Law Enforcement Officers only) North Carolina
Colorado North Dakota
Florida Oklahoma
Georgia Pennsylvania
Idaho Tennessee
Indiana Utah
Kentucky Wyoming

If you check out the Florida + Utah CCW coverage maps, you'll notice you get about 26+ states that recognize either one or both of them. In short, it gives you the most bang for your buck and most classes offered in CA for Utah also allow you to apply for the Florida one on the same day.
Utah + Florida CCW Coverage Map:

There isn't any advantage of getting an Oregon CCW if you're eligible other than being able to carry in Oregon. See map below.

Utah will get you 29 states and if you get the FL permit as well it goes up to 30. Utah permit is good for 5 years, FL for 7. If you have proof of training such as hunters safety, IDPA card, NRA course, DD214 FL will issue you a permit. Utah you must take a class by a Utah certified instructor of which there are several in your area.

Its fast, you will need to submit a copy of a current FFL from another state however.

I believe FL is $117 and UT is $65.
This is essentially correct for application fee's. Utah is $65.25. Then you have the following to add on:
Fingerprinting for both (FL requires printing by LE, Utah does not)
Notary on both apps
Passport type photo's for both
Photocopy of the front side of your drivers license for UT
Class by a UT certified instructor for the Utah permit

I applied for Florida and Utah back in early January.
I called Utah and they hope to have the application processed by April 2nd.
Florida are backed up due to ' overwhelming demand'. After 2 and a half months they have still not yet cashed the check and then estimate to take at least 3-4 months once the clock starts - so that is around 6 months elapsed time to get a Florida..

If you travel to another state check first. For example at (http://www.ksag.org/files/shared/conceal.carry.reciprocity.pdf) I found - - - An out-of-state concealed carry licensee from a state recognized by the state of Kansas must: 1) be a
resident of the state where the license was issued; 2) be able to show proof of licensure and residency from
the state of issuance; and 3) abide by Kansas concealed carry laws while traveling, visiting or working in
this state.
So... if you are using a FL CCW to carry, in Kansas, you better live in FL not some other state. Lots of other states have the same kind of wording.

Utah + Florida = best combination
With a California ccw and a Florida permit you have better coverage; the addition of the Utah non-resident only adds Washington and Michigan.
For the added cost of the Utah permit and only adding two states (that I never go to) I will stick with Florida. Besides, Florida permit is now good for 7 years and only cost $117.00
Utah, given these facts and the time it is taking them to issue is highly overrated!

I would say they have lost your check; there are folks that have received them in the last two months or so that got them within 3 weeks. These are folks that live in the same community as my folks in Florida.

The Utah permit will not let you carry in Michigan unless you are a resident of Utah. Your CA permit will let you carry in Michigan though.

And you think most CA have an easy time getting a CA CCW?
UT is only a few hours for a class and only costs $65 for 5 years ($13/yr) or FL ($16.70/yr). Most people get UT because it practically covers the western US.
You cannot carry in Michigan with a UT non-res permit.

No, I think that people in some parts of California have an easy time getting a ccw. And the others are free to move elsewhere but eventually choose to stay put, suffer and then complain about it.
True on Michigan and non-resident permit.
The Utah course does indeed require a class by a state certified instructor and the permit is slightly cheaper, but.....
Florida only requires proof of training (you have taken at least a basic NRA pistol course right?) and you don't have to schedule a class through an instructor; it can all be done by mail.
All the Florida info and link to order the application packet for free is available here:

For a majority of the populous counties, the CA CCW is hard, if not impossible to get.
I have both the UT & FL CCW, and I was just stating my personal observations on maximizing the benefits of each, easily available, permit.

If you want to get the most bang for the buck and don't visit Florida, get Utah. If you do visit Florida, get Florida. If you visit Washington State and Florida, get both.
If you visit any of the states not covered by Florida and Utah, then look into getting that state's CCW as well, or one that it recognises.

I was playing around with that map for a minute, and clicked on Tennessee, as I've got family there. BAM it opened up to well over two dozen states! Looks like about 29? Does Tennessee give non-residents permits?
ETA:
Reciprocity:
Alaska
Arizona
Arkansas
Florida
Georgia
Kentucky
Louisiana
Michigan
Mississippi
New Hampshire
North Carolina
Ohio
Pennsylvania
South Carolina
South Dakota
Texas
Virginia
West Virginia
Wyoming
Recognizes the TN permit:
Alabama
Colorado
Delaware
Idaho
Indiana
Kansas
Minnesota
Missouri
Montana
Nevada
New Mexico
North Dakota
Oklahoma
Utah
Vermont
34, that's a lot of states.

Florida hands down. Florida has been one of the most aggressive in seeking reciprocity with other states. I also like that Florida does not honor CCW's from HI, NY, CA or NJ to name a few because of the fact that those states don't honor Florida's.
I personally think all states that are 'shall issue' should not honor CCWs from 'may issue' states, maybe then they would be open to negotiation

Just to clarify Kansas now(like WV) will accept non-resident reciprocal permits.
FL or UT are the way to go. UT is cheaper but you'll need to take a UT-certified course, FL accepts NRA classes.
The states with the best reciprocity, like MI and TN, universally recognize permits from all states. That should be a goal of all states to get max reciprocity.
PA and NH are easy but won't get nearly the coverage of the others.

Does Nevada recognize the Oregon CCW (I know they do not recognize Utah)?
Q: When you applied for a Pennsylvania CCW, what county did you approach?
Not all of them seem to do it by mail.
Regards,

Well, I took it upon myself to call a random PA county's sherrif's office that a) had a history of issuing out of state CCWs and b) had some information online about applying for a non resident CCW.
http://www.pafoa.org/counties
I settled on Centre County:
http://www.co.centre.pa.us/sheriff/license_application.asp
As I suspected, CA is considered an "issuing" state so you MUST have a CCW from your home state in order to apply. Even if no-one is issued a CCW in your home county (like SF for example), you are doubly screwed [no CA CCW, no PA CCW].
Oh well, if this had worked, this would have been a super economical option.

Washington, don't even need to take a course, just go in and pay $55.
WA non-resident: gets you 18 states = $55 but must apply in person.
I originally thought that you could combine this with the NH non-resident CCW application for $20 more (just paperwork, no course) but apparently, the cost has just jumped to $100 effective July 1st. That would have been cost effective to add another 8 states (10 minus CO and FL who do NOT honor non-resident CCW licenses)....
I fly to WA for work so this may be something to consider. Thanks for the heads up, Glock30!
Now, is anyone else awrea of other minimal fuss non-resident CCW issuing states?
Ideally, I would like coverage in TX, NV, and CO as these are the states I visit most regularly but seeing as how CO does not honor non-resident CCW permits and NV allows LOC, this may be more of a thought exercise vs. anything else for me personally.
