I'm interested in AB668, the expansion of the "Safe" School Zone by over 225%. Do you think that this will encompass a large enough area that we can challenge it if it passes?

(e) It is the intent of the Legislature that any legislation enacted
to create the board would also provide funding for the board by
imposing a twenty-five dollar ($25) fee on all retail sales of
firearms, or transfers of firearms between persons who are not
licensed firearms dealers, and that moneys generated pursuant to
those provisions would be deposited in the Gun Safety Board
Special Fund.

Anybody have any inside info on the real intent of AB1390?

With regard to school district police departments, it looks to me like this is an attempt to turn independant school police departments into agents of the local city PD or Sheriff. As far as I know any PD, including a school PD, that is employing sworn personnel is going to have its own evidence storage already. As to the information sharing portion, if this was about safety/information sharing, wouldn’t it make sense to include a part requiring the muni agency to share local gun crime info with the school PD as well. Seems like a power play on the part of some LE organization or other...

Existing law authorizes the issuance, by the sheriff of a county, of a license to carry a concealed handgun or a loaded and exposed handgun, as specified. AB 225: Weird, the text right now makes only the change of limiting CCW to handguns only, which is, IMHO, a bad change, with an impact mainly on police reserves. If they are going to turn it into a shall-issue bill, then that's cool! Two shall-issue bills, and one reciprocity bill, in play? When the NRA gets behind something, you know it's not just a flash in the pan.

The best part is that they'll take that $25 per sale and give it to anti-gun groups as grants to promote "gun safety". So we'll see advertising that tells people that "guns are dangerous" (read bad), which turns public opinion, and we pay for it. Now if that doesn't make you hoppin' mad I don't know what will.

Can we get a pro-gun senator to propose an amendment to SB746 (see bold text):


(c) It is the intent of the Legislature that any legislation
enacted to create the board would also require the board to do all of
the following:
(1) Implement programs, and adopt standards, rules, and
regulations in accordance with the provisions of this act to reduce
gun violence.
(2) Conduct research into the causes of, and solutions to, gun
violence, and systematically attack the serious problems caused by
gun violence.
(3) Provide grant money to reduce gun violence.
(4) Educate the public on their Constitutional rights with emphasis on the 2nd Amendment and the principles of the right to bear arms.
(d) The board would do both of the following:
(1) Contract for technical advisory services and other services as
may be necessary for the performance of its powers and duties.
(2) Appoint advisory groups and committees as it requires.
(e) It is the intent of the Legislature that any legislation
enacted to create the board would also provide funding for the board

I've emailed all Senators regarding AB 668, and have so far only gotten a response from Carol Liu (via, Robert Oakes), telling me:

Thank you for your e-mail opposing AB 668.
This bill is currently in the Senate Rules Committee, awaiting assignment to a policy Committee.
Should this bill come before me for a vote, I will take your comments into consideration.

Any activity with SB 41? Lowenthal is my district, I believe she lost someone close to her by a gangbanger with a handgun. Any bill she's writing in relation to guns is not gonna be hepful to gun owners(or deter crime).

Latest analysis (http://www.leginfo.ca.gov/pub/09-10/bill/sen/sb_0001-0050/sb_41_cfa_20090824_190250_asm_floor.html) says SUMMARY : Requires firearms dealers to provide a firearms buyer
with a copy of the dealer record of sale (DROS) form at the time
of delivery of the firearm and after the dealer notes the date
of delivery and the dealer and purchaser acknowledge the
purchaser's receipt of the firearm, as specified.

Seems to have been before the Assembly for third reading today; likely then to pass.

Oh not only do they expand it they ALSO take OUT the locked container exemption. So it will become illegal to carry your gun in a locked case to your car unless you have a garage or fenced in yard if you live within the zone.
