I was gifted a lower receiver from my grandfather about 2 years ago, and the time has come where I want to trade it for something else.
We both lived in Utah at the time and since then I moved to Ca.

So my main question is would FFL transfering would be safer then ppt?
I do not want any issues to ever come up from this even though it was a legal straight down the bloodline transfer.

I don't know what you mean by "safer". If you are going to sell the lower now, it doesn't matter how you received it in the first place. You still need to transfer it through an FFL, either by shipping it to an FFL or by doing a PPT with somebody in person at an FFL.

The original transfer from your grandfather to you did not require an FFL because you were both residents of the same State at the time and that State has no FFL transfer requirements. There is no way to make that transfer any "safer". It was already conducted in a 100% legal manner.
