Do I need to use an FFL in California AND an out of state FFL to sell a rifle across state lines? Or can I just ship it directly to out of state FFL?

You can ship it yourself. Same goes for a handgun.
Shotguns/rifles can be shipped ground. You can send by UPS, FedEx or USPS.
Handguns must be sent UPS or FedEx overnight. You must be a FFL to send a handgun US Mail.

No, goes directly to out of state FFL. You may want/need to fill out a "no longer in possesion" form for the CADOJ.

Normally, you can ship to the destination FFL without using a source FFL.
However, some FFLs will not receive guns from non-FFLs as part of their business policy, so check first.
The other exception involves assault weapons. If shipped, AWs in CA need to be shipped thru a CA FFL holding a DOJ AW permit (unless they're not listed and evil features have been removed). Of course this means the AW must be a reg'd AW as the CA AW permittee won't touch an illegal unreg'd AW (and may even drop a dime on you).
