Is there a rule or law that says you have to do the dros in person?

an example would be, I want to buy a lower from a shop thats 2 hours away.
Can I just send a copy of the signed Dros, or email the info to the shop so I dont have to make 2 trips?

that way, after the 10 days is up I can just drive once to the far shop and pick it up saving time and money.

Short answer, no.

He asked contradictory questions, so your response is ambiguous. :)

You have to be there to DROS - it's actually the most important step since they have to scan your ID and run your background then.
