So when it is cold outside I do all of my reloading inside except for the seating of the bullets, which I do in the garage where my press is. Today I loaded up a ladder of 45 ACP, seated the bullets outside, then brought them back inside. A few minutes after I came back in I opened the box holding the newly loaded bullets and to my surprise there was condensation on the outside of the bullets. What are the chances that condensation also formed inside the cases and fouled the powder?

Not much. The condensation on the outside of the cases came from a large volume of air, not a small pocket of air. Cold air holds less moisture. The warm, humid air is hitting the cold case, turning the air cold around it, which forces the moisture out.

Excellent. Thank you for such a detailed explanation.

I reload in my garage hot and cold and had no issues with condensation.
