I'm gonna go with the stag complete lower. I want to got with a bullet button. Do I ask stag to install it before shipping or do I ask the FFL to install it?
Any good FFL's in orange county?

If you're near Santa Ana, there's J&J Armory
J & J (http://www.jandjarmory.com/jjarmory/index.php)
If you're on the north end, there's Ammo Bros in Cerritos (605 and 91)
Ammo Bros (http://www.ammobros.com/)
South county... OC Armory in Laguna

Stag will not sell you a stripped or complete lower. They do not ship firerams to California. You will have to buy it at a local dealer that has them shipped in from a middle man out of state.
I can send a stripped or complete Stag lower to your local, participating FFL dealer no problem.

+1 for OC Armory.
Stopped by last night and spoke with Michael for couple of hours. Really nice guy and fun to talk guns with. The shop's dedicated to OLL's and is working on building up his inventory before the grand opening. He has the most reasonable rate on the receiver FFL and is open til late hours so I'll be frequenting his shop.
Good luck on your new venture Mike.
Thanks to JagerTroop for heads up.
How did you know about this shop when you're up in Lodi??
