Glad to see Schwarzenegger did the right thing. That's one less stupid law we have to challenge post-incorporation. This means more resources to devote to the rest of them.
Kudos to OpenCarry.org for helping put the pressure on our politicians. And kudos to the governor. I still regret him being elected (don't blame me, I voted McClintock), but at least he has his conservative moments.

I would have voted McClintock too if I were old enough at the time. I even e-mailed him that. Even though I disagree with him on some things, he seems a cut above the rest. No rubber stamps is good too.

The microstamping ban had nothing to do with gun issues, really - it was political payback for idiocy of a stunt pulled by GOC's Sam Paredes.

That doesn't explain the 50BMG ban, nor does it justify the petty, vindictive decision to make all CA gun owners pay the price on microstampng because of a few.

Given the screwed up politics in this state, we'll have to get that via the courts.

Gubernator Says “Hasta la Vista”[1]to Proposed California Open Carry Ban
Senator Jack Scott’s S.B. 1171 Crushed[2] by Veto
OpenCarry.org congratulates Governor Schwarzenegger for responding to our May 30, 2008 press release[3] and standing with the open carry movement by vetoing S.B. 1171, the Brady Campaign’s “top priority”[4] bill for California in 2008.
In most states adults may openly carry loaded handguns in public without any license. This is true in most of California as well because most of California is unincorporated land. In incorporated areas of California, state law requires openly carried guns be unloaded, e.g., magazine kept separately in a magazine pouch on one’s belt while walking through the Santa Monica Mall.
S.B. 1171 would have extended the current ban on openly carrying LOADED handguns in incorporated areas to essentially **ALL of California while in any vehicle,** i.e., “prohibit a person from carrying a loaded firearm in a vehicle while in any public place or on any public street, public road, or public highway in any part of an unincorporated territory.”[5]
As a legal matter S.B. 1171 would have superseded People v. Knight, 121 Cal.App.4th 1568 (Cal. App. 3 Dist. 2004) (holding that the open carry of LOADED handguns in or outside of vehicles is lawful in unincorporated areas except where locally prohibited).
OpenCarry.org calls on the California Legislature to come back next session prepared to conform California law to the Second Amendment’s right to openly carry handguns[6] by repealing the state ban on carrying loaded handguns in incorporated areas of California.

Where did this bill come from? I thought this year's legislative session finished a month or two ago.

I'm glad the governator vetoed this BS legislation, but I'm wondering where it came from also. I don't recall seeing anything related to this bill in the NRALA emails.

It was mentioned a month a go when the Gov vetoed it. OCDO is just now sending out a press release. NRA listed it as a bill to oppose but no real effort was given towards fighting it. It's passage would have only made minor changes to the loaded law (12031) and effected only a very small number of people when in vehicles in unincorporated areas.

Like Liberty1 mentioned, it was veteod around a month ago. And there was some discussion as it came up about what the reasoning for the bill was, and what it would accomplish.

Thank you for writing to urge that I veto SB 1171. I appreciate your active participation in the democratic process, and I value your suggestions on how government can better serve the people of California.
I am pleased to inform you that I vetoed this bill after extensive consideration and thorough deliberation of arguments from both supporters and opponents of this issue. This bill would take away the fundamental power of local governments to place a prohibition on carrying a loaded firearm in a vehicle wherever they deem necessary. My veto message for this legislation may be found on the Official California Legislative Information website: www.leginfo.ca.gov.
Again, I appreciate hearing your opinion on legislation that affects the future of our great state. Taking the time to communicate your views and offer suggestions is essential to good citizenship and good government.
Sincerely,
Arnold Schwarzenegger
