Okay, I want to start a ak build. I have a qustion, can you buy a flat and then bend it and assemble a yugo m70 kit, which utilizes a milled receiver, and put everything together properly? Or will I have to try and find someone who mills ak receivers that isn't on the california restricted list? If it matters I will ditch the under folder design for the wood stock since the under folder has to be pinned anyways.

Yes you can, but alot more work. You'll need to cut the front receiver section and "form it and notch it" (with an angle grinder) into a trunnion. http://www.ar15.com/forums/topic.html?b=4&f=51&t=101594

Or have this guy build it:

The Yugo m70AB1 and AB2 (the guns you are referring to) do not use milled receivers. So, you can stop worrying.
