If it is unloaded (12031 compliant) and locked in a secure container you are exempt from 12025 if following the exemption language in 12026.1a or 12026.2 or for that matter have an exemption in 12027 (no lock required). The above product appears to be no different then a locked gun "rug" bag which is commonly used to transport pistols.

Directly to or from the vehicle for any lawful purpose is also part of the exemption language.

I have that exact pouch in black from Uncle Mikes, I have an old one in denim as well. I never thought of locking it and using it as an unloaded/locked carry holster.

I mounted mine on to a belt with fastex buckle made of 2" climbing web.
I can put it on or take it off without having to undo my belt and the 2" webbing has been used to haul heavy stuff up to a second floor balcony.

During the 80's the man purse thing was big - Guys would wear this shoulder rig that mimic a holster - Anybody remembers that?

A small luggage lock (2-3 combo) should fit in those zipper holes. I've been pushing a bagmaster (http://www.bagmaster.com/) "belt pack" version of this in the past for locked non-CCW lawful carry.

This is why I really scrutinize the fanny pack wearers - a friend of mine who is a Deputy Sheriff uses this type of rig for concealed carry. The funny thing is, his county is so small that most everyone knows him anyhow........

So anyone with a fanny pack not on the trail IS PACKING! :-)

He uses a Kahr, small enough to fit.

We used to call them E.T.s back in highschool. We wore them right in front. E.T. stood for extra testicle.

When I graduated the academy, my uncle gave me a leather fanny pack as a graduation gift. He was so proud because it was just like his. Granted, it was well-constructed and a quality item. However, I just couldn't bear to wear that thing. My objective when I am carrying a gun is to keep it concealed. Wearing the douchy man purse does not help with that goal.
