I'm assuming so from what I can see, but I just want to make sure, so are they off roster? More specifically the Model 29-3?

yes. You can still do a SAE from out of state IF the seller will send thru an FFL that will co-operate with your local FFL.

Can't the seller just send it directly to your FFL?

No.
I don't know your location, but Alquist in Turlock and Stage Stop in Atwater know all the rules. Call your favorite FL and ask if they will help you out.

Those old six shooters are very unsafe, you can't have them here in the great state of California. Unless they are single actions, like a Blackhawk. Or once it turns 50 (C&R), now it's safe.

SAE or PPT is your best bet. Many shops will shy away from SAE, you need to find one that is willing.

A 29-3 is off roster but not particularly sought after. It is not pinned and recessed and does not have the later engineering changes designed to make N frame 44mags more durable. Main thing going for it is pre lock and pre MIM.
