I want to research a law that was passed in 1985, but it appears lexis and the State Legislature don't go back that far online.
Any advice?

Visit your county law library and ask the librarian for help. For example, Contra Costa has a LL here (http://www.cccpllib.org/).
As disappointing as it may be for us keyboard researchers, there's often no incentive for putting older stuff on line.

also- the California State archives managed by the Secretary of State (http://www.sos.ca.gov/archives/archives_collections.html#legislative) maintains original bill information from the authors own office.
*but only if the author deposited it there.* it is not mandatory
but it may be worth a phone call at least if you know the author, bill number and year.
be aware that if the author is still in office it may require his/her signature to access their archived matieral.
