Just like the title says, is the 18" model approved for sale in CA?

CA doesn't approve long guns. They're either banned or not.

Without a flash hider all of the M1As are just fine.

Legal. As stated above you would have to ditch the FH and get a MB.

There is a "California" M1A Scout available. As stated above it has a muzzle break in place of a flash suppressor. I got mine in black from Vacaville 's Guns Fishing & Other Stuff. I want to say it was about $1,800 out the door, but don't quote me on the price.

All "new" Springfield scout squads only come with muzzle breaks. Springfield doesn't put FH on the scouts anymore.

The 16 inch SOCOM II is legal.
