I understand that I can't buy brand new handguns not on the list either from an out of state source or from an in state source. However, I believe that I am not able to buy used handguns if they are not on the list if the handgun goes through an FFL, correct? What are the laws concerning transfers for on and off list handguns?

new/used is does not matter regarding the Roster. The source is what matters.
If you buy a handgun from an dealer's inventory, or have one transferred to him, it must be on the roster (unless you have a roster exemption like LEO status) no matter if it is new or used.
If you buy a handgun from a CA private party and you both go to the dealer to do a PPT transfer, the roster does not apply. Same applies to a consigned handgun at the FFL, it is exempt from the roster. Reasoning is that it still considered a PPT since the dealer does not "own" the handgun.
thanks for the clarification. So if the model number has to be exactly the same, how am I supposed to pick up one of those slightly used CQB compacts on gunbroker? :mad:
