I thought the restrictions on pistol ammo would be in effect on July 1? I tested walmart today and they had no clue. Whats the deal?

For once, Walmart actually had a clue. There are no such restrictions.

To what restriction might you be referring?

The only restriction I can think of is the lead ammo ban in condor areas.

I thought AB2062 was in effect.

AB2062 is not in affect as it still needs to go through the senate and governor's desk I believe. If passed it would begin January of 2009. 50 rounds would be limited between PRIVATE parties. These limitations would not restrict purchases from licensed ammunition distributors (such as walmart).

What you are referring to is AB2062. The proposed ban on ammuntion sales over the internet and the limitation of family to family/friend to friend transfers to 50 rounds per month. It is not law yet and I hope it never becomes law because it will have a negative impact on the prices of ammunition within the state of California (aka make prices go up even more) due to less competition.
What did go into effect on July 1st, 2008 was the new law that implements the California Firearms Licensee Check (CFLC) program. The summary of the program is as follows:
----------
As of July 1, 2008, California Penal Code Section 12072(f)(1) prohibits all Federal Firearms Licensees (FFLs), other than Type 03 or 06 FFLs, from shipping firearms to an FFL in California unless, prior to delivery, the FFL intending to deliver, sell or transfer the firearms obtains a verification approval number from the California Department of Justice (CADOJ) Bureau of Firearms. This includes transfers that occur at gun shows.
----------
As a result, all firearms shipments that are destined for a CA registered FFL regardless if it is originating from a CA registered FFL or an out of state FFL must have the verification approval number from the CADOJ attached to the shipment.
This is the new law that went into effect on July 1st, 2008.

What a joke.
Yep. I can see it now... The passing of AB2062 into law will result even larger and greater mobs at the Miwall booth during shows. That's just going to be dandy having to fight off everyone else who wants to get same 1000s of rounds of ammo I want to buy because it's the only place in town for months to get decently priced ammo other than your local Walmart that carries ammo.
I pray that the bill will never see the pen of the Governator.

Why do you think they want to pass the bill to begin with??? make it expensive.............make people think 2x before they decide to buy
a gun. There are 3rd world countries that have gun laws more reasonable
than ours. Its a shame............

All it's going to do is make me start reloading. I never understood why so many stupid gun laws exist here in CA. How will assault weapon, hi cap, ammo restriction, 10 day hold, low ccw aproval, open carry restrictions and bans stop crime? I mean think about it logically for a second, IF YOUR WILLING TO MURDER SOMEONE WITH A GUN, DO YOU CARE ABOUT THE LEGALITY OF YOUR GUN OR HOW MANY ROUNDS IT HOLDS? I mean geez.. the people who do crimes with guns don't care about these laws... going to jail for 1st degree murder doesn't stop then why would an ammo ban do anything?

At some point you guys will realize that the laws they keep passing are not for criminals, they are for you and me!
They know damn well the laws are ignored ny criminals. They "sell it" that way so they can get it pass the public and continue passing more...
Stop drinking the kool-aid.
If this law were to pass it would ruin every junior shooting program in this state.

If it passes in the senate, please tell the Governor that.
I know he's let us down, but he is a gun owner and the more common sense reasons we can give him to veto AB2062, the better.
