View Full Version : Can I still have some AR lowers sent to my local ffl?

Hello all, I was reading back in the post and didn't see the specifics on this. I know there was a change to the laws about having guns sent in from out of state, but I don't know what it was. Can you guys give me the breakdown please? Thanks.

Out of state dealers need a confirmation number from the DOJ to send firearms into California. This doesn't affect out of state unliscenced individuals, but considering all the useless legislation that is occuring here most sellers liscenced or not no longer wish to sell to CA.

July 1 2008 is the beginning of the California CFLC (Certified Firearms License Check, if I recall properly...)

Very briefly, any FFL to FFL transfer to a CA dealer on or after this date requires the originating FFL to register with Calif DOJ (easy to do, very simple website) and ensure that the CA FFL is in fact a valid licensee (a number is generated thru the website). A confirmation letter is printed out and accopanies the shipped firearm into CA.

This has nothing to do with type of firearm - it's about the *transaction* and FFL details, that's all.

I did my first CFLC today to JK Supply Co. Went through without a hitch. Instant approval.

Are all valid CA ffl's listed on that sight are do they have to register?
You would think that most out of state ffl's would jump on the web sight to register so they can keep there customers in CA. Do you have the link so I can pass it on to anyone that needs it?

The in state guy has to register and the out of state guy has to register. Most big time dealers to California will register. All the wholesalers are on board. Most little guys will say screw California.

What if an FFL sent out the firearm last month, and the firearm arrived on or after July 1? "prohibits all Federal Firearms Licensees (FFLs), other than Type 03 or 06 FFLs, from shipping firearms to an FFL in California" If it was shipped last month, does that serve as a "loophole"?

It being July 1st today, if I get packages in with firearms inside, they were OBVIOSULY shipped before the July 1st deadline and should be OK. Going forward, all firearms MUST have the DOJ Approval Letter with them.

Thanks for the info. I'll make sure my local ffl has the right info. I don't want to loose him.

About a month ago I was talking to a gun store owner and he was telling me that the CA DOJ is trying to get the over all number of guns stores /ffl dealers in the state down to 100 or less STATE wide by i think it was 2010.
I'm sure this stupid law relates to that somehow.

No, that's the BATF. They're playing a pouty game, didn't get enough budget so they're gonna try to get the # of FFLs down to supposedly match their staffing level - by any trick or trivial misspelling they can find or typo on a 4473.

On the other hand, CA DOJ BoF kinda needs the CA FFLs to exist & get funding. 100 CA FFLs instead of the current ~700 would mean a lotta layoffs incl. a layer of management.
