What is a "non-lethal" firearm? Are they suggesting starting people out with blank-firing replicas?

Most newbies want to try the biggest and baddest ASAP.

It is buried in the report. Also, on the recent Guntalk show, Bill Brassard, Bill Dunn, Tony Aeschliman of the NSSF discussed how many shooters don't like rifles and shotguns because they don't plan to hunt.
