Yes you can change the latch as it is held in with a small roll pin. The button thingy is the forward assist which is used to push the bolt forward into battery if it stopped short for some reason, i.e. a dirty rifle.

1- Yes

2- forward assist. Allows you to manually seat the bolt into the chamber should it fail to completely return to battery when the weapon cycles.

The PRI military latch is what you should look at if you are planning to replace the standard latch.

IMPORTANT: Do not "guide" the charge handle back in to place...pull it back and let it fly. Slowly guiding the bolt/charge handle back in to battery is a bad habit and can result in a bolt not fully closed, which can cause a round to blow up in your face. This is also what the forward assist is for...but you should never rely on that.

Any value to the PRI gas buster charging handle?

I think it is most valuable if you are running a can (sound suppressor) on your gun (prevents gas, oil and particles from blowing back in your face through the gun). Most people in CA don't have that concern.
