16- 18" barrel, not really sure on the rest since I've never thought about OLL ARs before.

Sure.

(What's your definition of "fairly accurate MOA"? lol....)

All these are around $1k (actually if you build it, you can come out cheaper... and they are fairly accurate, and decent in price, and ok quality....)

I'd prefer the rifle shoot sub-MOA basically. I'm definitely going to build it myself and get all the parts online and shipped to an FLL.

Yes. Without glass, you should be able to get really close, or undercut, that price point. Some parts you can save $$ buying used (stock, buis)....

New prices should fall in this range....
-Lower Receiver ($160 OTD)
-LPK ($65)
-A2 Stock assembly ($75)
_______________________________
= $300

That leaves $700 for Randall to build you a nice/reliable custom tack-driving upper.
I can do a 1:8 stainless barreled upper with a Wylde chamber, a basic round freefloat tube, A2 front sight and a simple muzzle brake for $655
Choice of barrel profile under the handguard tube.
Choice of barrel length from 17" to 20".
$45 more for a steel low profile gas block
$70 more for a JP adjustable gas block.

I'm in the process of my first build and I went relatively high-end with everything for my lower and it cost me a little over $600 to get me to this point (completed lower, no upper). So for me there's no way I'll be able to stay under a grand unless you know of a good quality upper for $400 ;)

What kind of ammo are you going to use? (Match-grade, BHA etc, will be $0.7 to $1 a round. Commerical or Mil type, will be $0.35 - $0.4 each)

M16s are battle rifles, ARs are just the civilian version of it, and are meant to shoot military ammo(M193, M855), which are... say... 2-4MOA, on the book.....

I am not saying that AR cannot be sub-MOA, but there, you would need to WORK on the details of your gun (premium barrel, premium trigger, FF HG, etc) then $1k may be a little slim.... and... also whether you can shoot sub-MOA without a scope.....

only the lower needs to go thru ffl.

you CAN build one for under 1k but why would you want to?:) why not just build one over a long period of time so the price doesn't hurt you as much and you don't have to skimp on what you want.

Look at the RRA or Stag varmint models. They are advertised as sub MOA rifles with quality match ammo. Its left to shooter skill to actually achieve it--though sub-MOA at 100 yards is cake.

Well,

If you are asking this question, you probably do not have a lot of experience with rifles.

Be sure that you can shoot sub moa before you buy a sub moa rifle; you will wear the barrell out to the point that by the time you shoot sub-moa, your sub-moa rifle wont. ;)

Sub-MOA is hard to do past 100 meters. The beauty of an AR-15 is its modular nature.

Unless you are made of money I would purchase a decent parts kit with a match trigger but leave it at that. Buy a standard length upper and practice with it. Once you get to a point where you are starting to shoot consistent groups approaching 1 MOA, but a match upper. Then you can swap the plinker with the match upper depending on your needs.

Read read and read some more. Then search night and day for a system you like. You can do it for under 1k. I happin to want a almost 300.00 trigger, that pushes the BUDGET major. Figured build it once, finished it once. You can get a nice used timney or shilen for like 100.00

The #1 question these guys ought to ask is, "What are you going to do with this rifle?"

If you are just going to plink cans or shoot three gun, then sub-moa isn't going to matter much because you are using iron sights (usually) at 100 yards. That variable there is really going to screw up your plans.

If you want to shoot national match highpower with it, then you probably won't be able to get one for $1k. The national match uppers cost more and so do the NM LPKs.

If you want to build a varmint gun, you also probably are not going to get there under $1K because of the varmint upper and the nicer trigger that should go along with it. Plus, we aren't even counting optics.

I can get guys decent builds out the door for just under $1k, but they have basic everything.

If you want to go used, you might be able to swing it, but again, what do you want to do with this thing?

That is exactly $1000 without glass, rings, and bipod. This is very bare bones (cept the trigger) and will easily shoot sub MOA groups with quality match ammo.

If you're really on a budget, then hunt around for a DPMS varmint upper. My first "precision" AR upper was a DPMS and it shot .33 MOA groups all day long with federal gold. These uppers can be had for as low as $450 if you look around enough. Moreover, if you can settle for s standard trigger for a while, you'll save another $100. Put the $200 you saved into a decent pair of rings a decent basic scope.

Just know that you can get sub MOA with a standard trigger its just a little harder.

Magpul UBR won't work too well for you!!! Everything you had are leaning towards a "light weight" build, and the UBR is just too heavy for that.... I think a LMT SOPMOD would be a MUCH better choice for it.

How would I know? I have all those, and am speaking on personal experience.

Total came to $940 including shipping for everything, and my rifle outshoots me every day of the week! I guess that's all that matters as far as MOA goes.

I have since gone featureless and am running a MMG and Spike's fake can, but we wont count those parts in the original parts total. :)

Shop around before you buy. This dealer, http://http://ar15.com/forums/topic.html?b=7&f=22&t=382832 (http://ar15.com/forums/topic.html?b=7&f=22&t=382832) ,has a complete Stag 2h gun minus the lower for 633.00. May not be exactly what you are looking for but is doable for under 1K.

tenpercentfirearms and pirate14 are correct. Both of them are calguns vendors, and they can certainly point you in the right direction, and more importantly, ask you the correct questions, to get the job done.

However, I would suggest that before posting a wide open question like yours (and a whole of others before you) that will simply build a humongous thread of more questions and few solid answers, let your fingers do some SERIOUS surfing on the calguns vendor sites. Put together some builds that meet your criteria (this means you have to establish your criteria before surfing) and then ask for some input on those. You will get much more useful, focused, and hopefully experienced answers that way.

You can buy a complete rifle for under 900$

Ive seen some around 850$ basic M4 rifle, case, 30 rd mag which I guess they would have to fix.
