What is the legality of a "broken" 10 round mag that will somehow now accept 11 rounds? Suppose it was originally designed to be a 10 round mag only but the stops broke.

If it broke that easily, it doesn't sound like it was a "permanent" enough pin from whatever the original capacity was down to 10. That, of course, assumes that it was originally a higher capacity.
If it was originally a 10 rounder, why would it have stops in it, vs just bottoming out?
Either way, I wouldn't want to be caught with one.

I'd run from it.
Remember, putting it in a fixed mag rifle can cause other worse nastiness.

I would not worry about it if you already own it. Then again is it really worth keeping? Definitely don't put it in a fixed mag rifle though.
most fixed 10 round mag sks rifles will hold 11 if you force the last round. what about those?

i suggest finding working mags that COULD ONLY hold 10 rounds...
save the "broken" ones for a rainy day...

there are none. push hard and 11 will go into almost every 10 round mag.
